The newspaper said the planned stainless steel plant is expected to roll out two million metric tons a year.

GS E&C chairman Huh Myung-Soo made the proposal in a meeting with HCMC chairman Le Hoang Quan on Tuesday, saying it wanted to transfer the land plot and use the money for the Ring Road project.

The city government, said Chairman Le Hoang Quan, did not object to the proposal, but said the two sides would have to wait for the final say from the central Government.

However, Quan stressed that GS E&C must ensure that after being transferred the land plot would be used in the purpose as pledged.

“Any third party the land use right must develop a commercial center-condo project at the site,” Quan said.

An expert from the city’s Department of Planning and Investment said that GS E&C has met with financial problems over the past few years due to the global crisis and forex fluctuation between South Korean won and Vietnam dong.

In late 2007, the city granted land use right of five land plots for GS E&C so that the company would develop the ring road project stretching 13.6 kilometers with six to 12 lanes.

However, the company had suspended a project to develop an elevated road along the Nhieu Loc-Thi Nghe Canal last November due to financial problems, the expert told the Daily on Tuesday.

“The Korean company has to transfer the valuable land plot to finish the Tan Son Nhat-Binh Loi-Outer Ring Road project so as to maintain its prestige before the Vietnamese Government,” the expert added.

The US$340-million ring road project is the first foreign-invested infrastructure project under the build-transfer (BT) form, so many problems have yet to be solved due to lack of regulations,” Quan said.

The five land plots the city handed over to GS E&C in 2007 are two with a combined area of 4.42 hectares in District 2’s Thao Dien Ward, a four-hectare plot on Thu Thiem peninsula, one in District 10 and one in District 9.

The airports will be the International HCM City-Long Thanh Airport, costing $6 billion, the new Ha Noi International Airport, $8 billion, and the Chu Lai International Airport in central Viet Nam with an investment capital of more than $1 billion.

The investments will make Garuda the biggest foreign investor in the country so far.

A Memorandum of Understanding (MoU) to undertake the Long Thanh airport feasibility study is expected to be signed by the company and the municipal People's Committee today.

Long Thanh airport will be about 43km from the hub of HCM City. It is expected to generate 5,500 permanent jobs for Vietnamese workers after construction. Garuda group is an airport/seaport builder, manager and consulting company. Giuliano Koenigsberg, chairman of the Aviation South East Asia, a branch of the Garuda Group, said yesterday the company would carry out the feasibility study and map out a master plan for Long Thanh project jointly with Viet Nam's Southern Aviation Corporation.

Last month, the Garuda Group also reached an MoU with the Airport Design Construction Consultancy to set up a joint venture to build the new Ha Noi International Airport, its biggest project in Viet Nam.

"It will be the largest and the most modern airport in Asia," Koenigsberg said. "It will be designed by multi-national companies from Spain and Italy to reflect (Vietnamese) culture and aspirations."

The foreign partners include Spanish Galo Architects and Italian AIG. The airport would have two heliports, a hospital, school, apartments and hotels. After completion it is expected to generate 10,000 permanent jobs.

"The Government will grant Garuda management and operation rights for 30 years, to be extended by 10 years under certain circumstances, to cover the cost of project execution and to repay principle debts," Koenigsberg said.

Construction of the Ha Noi airport was expected to be carried out in three stages, the first from next year run until 2015 at a cost of $4 billion, the second from 2015-18 would cost $1.5 billion and the last phase would cost $2.5 billion.

Phase one would accommodate 480 flights a day and 35 million passengers a year.

Capacity would grow to about 850 flights daily and 62 million passengers annually by 2025 and to 1,096 flights daily and 80 million passengers annually by 2035. "The new airport is due to replace the overloaded Noi Bai International Airport, which will likely be relegated to domestic flights only," Koenigsberg said.

"Noi Bai has reached its capacity at over 15 million passengers annually." Last month, Garuda Group also agreed with the Middle Airport Corporation to establish a joint venture to build Chu Lai International Airport in the central province of Quang Nam. It was expected that Chu Lai would be larger than neighbouring Da Nang Airport.

"Spanish enterprises are ready to come here and we see potential in trade and investment between Spain and Viet Nam," he said.

Chu Lai had an annual capacity of 2.25 million passengers and 1.5 million tonnes of cargo by 2015 and 4.1 million passengers and 5 million tonnes of cargo by 2025.

Koenigsberg said Chu Lai was chosen because it was an important gate to central Viet Nam and was near Dung Quat and Chu Lai economic zones. Hoi An and the seaports of Ky Ha and Lien Chieu.

The group set up an office in Ha Noi last year, providing consulting, investment and construction services for infrastructure projects, market surveys, trade and others. The office will promote co-operative projects between Spain and Viet Nam. It also intends to set up an office in HCM City.

With service centres and housing, the two complexes each cover an area of 300-400ha about 25 km from the capital of Havana.

The two companies will establish a joint-venture company to carry out the project. Each of them will contribute 50 percent of the charter capital of the company, which will operate for 50 years.

Palmares SA Group plans to hire consultants to assess the land value and submit an application to the Cuban Ministry of Finance.

For the project, the Housing and Urban Development Corporation established the HUD Caribe Vietnam Joint Stock Company with a charter capital of VND 360 billion (US$13.4 million).

Dinh Nho Hung, director of HUD Caribe Vietnam, said he believes the project will be successful because the complexes are located close to the capital and Jose Marti International Airport. The signing ceremony was witnessed by the Prime Ministers of the two countries, Singapore’s Prime Minister Lee Hsien Loong and Vietnam’s Prime Minister Nguyen Tan Dung, in Hanoi.

The residential site is located in Ha Dong District, headquarters of the world famous Vietnamese silk production industry, on a 14,000-square meter residential area in the Mo Lao New Urban Area.

Singapore-based CapitaLand has a 70 percent stake in the project while Hoang Thanh will hold the remaining 30 percent stake. The site, to be developed into four residential towers with about 960 apartments, will cost an estimated US$170 million to build.

This is CapitaLand’s second joint venture project with Hoang Thanh, following the success of their first Hanoi residential development, Mulberry Lane.

Liew Mun Leong, president of CapitaLand Group, said CapitaLand was confident of the growth prospects of the real estate sector in Hanoi as it was supported by healthy economic growth, rapid urbanization, and a young and growing population.

“To demonstrate our confidence, in August last year we deployed about S$300 million to further expand our presence in the real estate value chain which includes building homes, offices, and serviced apartments in the country,” said the president.

He said Vietnam was the group’s fourth pillar of growth after its core markets of China, Singapore and Australia. “We target to grow our business in Vietnam to 10% of the group’s total assets, up from the current 1 percent, over the next three to five years.”

Chen Lian Pang, chief executive of CapitaLand (Vietnam) Holdings, said CapitaLand was the first Singaporean developer to invest in a major residential development in Hanoi with the Mulberry Lane project. “We were encouraged by the strong buyer interest received during two recent preview sales,” said Pang in statement.

Mulberry Lane, sold about 82 percent, or 451 units, of the total 549 units, at a recent preview sale. The units were sold at prices ranging from US$1,350 to US$1,900 per square meter.
